CCP has done lots in the past that players wouldn't accept and stuff that players still don't accept even though its live.
I cannot see too many delays in establising the mechanics and its probably already decided in the background and being tweaked as we speak. The whole point of Dust is the EVE/Dust interaction without it, it's just another one of many FPS's and entering a market with many established party's already deeply invested and massively supported is a bad move without USP's (unique selling points). The skill training might do it but its not much different apart from the choice element to the level ups available in most FPS's. Dust's USP is the joining of the largest single sharded game world with a game on a completly different platform and the interactions in between. I think we will likely see some iteration of it at launce if not shortly after. The Sov machanics in eve have always been craptastic but haven't stood in the way of massive Alliance wars over territory, so anything we get is better than nothing and no matter how bad the mechanics alliances will still need the space and will still fight over it in anyway possible. And FPS fan's will fight over objective A, B, C, D etc no matter what, they've been playing the same mechanic for 10 years+ and there is still millions of them enjoying it :-).
